I am no expert but my DD got everything from preferred walk-on to almost 100%. It varied significantly even among schools that play at the same level. I wouldn't focus on the % but would focus on where she will get the best education and what the actual cost is to you. If the NCAA allows 12 D1 scholarships, and a team has 24 players, you can figure 50% is about average keeping in mind that pitchers usually get more than most.
That is if the program is fully funded. I would imagine that a lot of the schools outside of the power 5 conferences are not fully funded.
