D-IIs, like D-Is are always looking for quality pitching. Not all, but a lot tend to save some money back for that right fit in the circle. Still, if you have found a good fit, keep in mind that that school probably has a few options and will go with the bird in the hand.
High academic schools commit late, because they have to see the grades thru junior year. However, this is the Ivies(D1 Ivy, it's own special category, really) and NESCACs and other high academic schools like Georgetown, Carleton, Swarthmore etc etc. However, the student has to be on the radar by now to have a good chance of an offer early this summer.
DD (2018 catcher/utility player) just committed to a strong DII program last week, but the offer was made in the beginning of October. (I think her bat is what got her on the coaches radar more than anything.) Coach did let DD know that she just had a 2018 pitcher commit too.
Has your DD been in contact with any DII coaches from schools she is interested in?
DD (2017 catcher/utility player) just signed with a DII school this past November. She had been emailing, sending videos and calling since Freshman year. They came out to see her play the summer after her sophomore year and asked her to come to campus the fall of her junior year. She attended their camp January of her junior year and committed after the camp. I believe the school committed a 2017 pitcher this past summer and she signed this November as well. Good luck! I hope everything goes well.
