Had our last team practice Sunday and just hanging out talking to parents and a question came up....what would happen if player was presented with an offer right before high school softball starts? Would player have to wait until after high school season ends or are college coaches and players still allowed to talk?

Players or parents can call college coaches and talk. The restrictions are on coaches contacting the players.

Not sure whether you're concerned from the HS and/or college side of it. Also depends on when your HS season starts and the college's affiliation (e.g. NCAA D1 vs D3). NCAA rules restrict how, where and when they can talk. Here's a link to this year's recruiting calendar for NCAA D1 Softball - http://www.ncaa.org/sites/default/files/Sept2016_DISoftball_20160906.pdf. It shows when the Contact, Evaluation, Quiet and Dead periods occur.

13.02.5 Periods of Recruiting Activities.
13.02.5.1 Contact Period.
A contact period is a period of time when it is permissible for authorized athletics department staff members to make in-person, off-campus recruiting contacts and evaluations.
13.02.5.2 Evaluation Period. An evaluation period is a period of time when it is permissible for authorized athletics department staff members to be involved in off-campus activities designed to assess the academic qualifications and playing ability of prospective student-athletes. No in-person, off-campus recruiting contacts shall be made with the prospective student-athlete during an evaluation period. [D] (Revised: 10/30/14)
13.02.5.3 Recruiting Period—Men’s Basketball. ...
13.02.5.4 Quiet Period. A quiet period is a period of time when it is permissible to make in-person recruiting contacts only on the institution’s campus. No in-person, off-campus recruiting contacts or evaluations may be made during the quiet period. [D] (Revised: 10/30/14)
13.02.5.5 Dead Period. A dead period is a period of time when it is not permissible to make in-person recruiting contacts or evaluations on or off the institution’s campus or to permit official or unofficial visits by prospective student-athletes to the institution’s campus. It remains permissible, however, for an institutional staff member to write or telephone a prospective student-athlete during a dead period. [D] (Revised: 1/11/94, 12/6/13, 10/30/14)

All contact is subject to the other rules governing it.

Just looking for information to pass along to our parents. The topic came up and didn't really know how it would be handled.

Most college coaches when they are recruiting players younger than their junior year in HS, go through their TB or HS coach as a point of contact. They can also have direct contact with the player when they are on campus.
