Can you negotiate a higher % or is it normally what you get offered have to accept or reject? How long do you get to consider offer before it is void? Also, I was also told about a player the players on a team got roughly a base percentage and then got extra money year to year based on performance.

You can negotiate if you have any leverage.....for example, top level player, highly recruited, other offers......a college coach is not going to negotiate unless they really want you and feel that they may lose you to another school.

How long you have to make a decision is dependent on each coach. You should clarify that with them. Some give no deadline, others have a concrete timeline.

I have a question concerning this....if your DD goes out of state and a coach offers you 40% is that based off of in-state tuition or out of state tuition? I wasn't sure if it is always based on in-state no matter where the athlete is from. My DD is looking at a lot of D3 schools and most all of them are out of state. I know she wouldn't get any athletic funds, but I also wondered if they would consider her in-state as an athlete. Does anyone have any experience with that?

The NCAA equivalency calc is usually based on whichever is applicable for the student. Some state schools have programs where non-residents can get the resident rate, which is fine if the program is available to all students. My understanding is waiving the non-resident surcharge based on athletic ability would count as athletic aid.

IME, most D3 schools are private and charge the same regardless of residency. Public schools charge non-residents more because the resident rate is subsidized by tax payers in the state and the non-residents haven't been paying taxes in the state.
