If this was your first exposure to the site, you saw a tame version. The more you hang around it, the more you will find how vulgar, condescending, antagonistic, belittling and additionally negative are the things that quite a few of the posters do.
The offices of the NCAA employees are in Indiana. Those employees do not make the rules of the different sports sanctioned by the NCAA. Representatives of the member schools of the NCAA make the rules...all of them.
The "rule" has not changed, only the method of transferring. Softball student-athletes were able to transfer after the fall semester (that hasn't changed), they can still follow a coach from one school to another. The only thing that has changed is how the student-athlete is able to "market"...
