I know, a rather open ended question here.

Is it to field the best possible team the school can form, or is it so upperclassmen can play at a better level than JV?

Should the players be trained by the HS team to play at a high school level (more basic), or should the goal be to teach them in preparation for playing on the college level?

Around here the goal is to make it to states and to do that with the best players you have. Some years it’s mostly club players and some years it’s mostly rec level players.
Seniors have to be on varsity but that doesn’t mean the have to play. DD and 4 of her classmates were starters as freshmen while upperclassmen sat because the younger girls were better.

For us win conference, our regional, sectional and state. We put the best team on the field regardless of year in school. I always have done that. I have to laugh when you say that high school training is more basic. I'll match my knowledge and teaching skills against any expert you have. I'll match my resume as well.

It wouldn't be a fair comparison, you versus the HC of DD's team. There are so many holes in what he teaches, DD comes home frustrated more often than not. I thought varsity ball was supposed to be with the goal of winning. With her HC it seems he simply wants to make it easy on himself.

Like with any travel team, a HS Varsity’s mission depends on who is coaching the team. I’m sorry that your DD is having a frustrating experience. Look on the brightside, at least you are not paying for her to play and it is a short season.

Obviously it depends on the school and the coach. But in general, IMO it should be to try to win as many games as possible.
In my school and many others in my area, if you don't win, you will get fired. I was asked this week to coach a sport where the AD has stated to me that they expect to win. If I do, wow. Then again, I am retiring and so, maybe I could do it differently the second time around.

In one way the goal is to win the state championship as it is how many athletic departments measure success.

In another way it's up to the coaches to help all his players understand, that success as a goal is a by-product of their hard work, preparation, and honesty of effort whether you bring home the trophy or not.
