On an umpire forum someone posted a release from asa stating it was illegal. While a photo of the release was posted, I have not personally seen it on the web yet. Another poster who claims to have some inside knowledge of nfhs has indicated they will be releasing a ruling next week also making it illegal. But again at this point this is just a rumor. It appears NCAA is the only one saying it is legal because nothing in the rules specifically makes it illegal.
If you are asking about NCAA, it is my understanding this was taken to the head rules interpreter prior to being used in a tournament. The ruling was the rules do not specifically make it illegal, therefore it is legal. Personally I believe there are plenty of rules that do cover it. Not to mention it is a blatant attempt to circumvent the rules. As others have stated in other posts and on other boards, they have just opened up a huge can of worms. Now f3 can wear a 12" flap on the heel of her shoe so she can stretch out even further for the throw and still have contact with the base. Or slappers can wear these extensions so they won't be out of the box.
I'm not a fan of it, makes no sense from a rules standpoint, but Coach Ninemire must have some kind of clearance from the Pac-12.

Coaches went to NCAA and got a ruling before they attempted to use it. Have no respect for the coaching staff. They recruit a pitcher they know to be illegal, and rather than work to fix her they come up with a gimmick to allow her to continue to be illegal.
Word is not much can be done at the moment but more than likely steps will be taken to address the rules before next year. She will then be illegal again, so why not just fix it?

In my opinion I have to believe she has tried but it is not there yet. I am sure it is a little embarrassing to wear that. I also have to believe coach understood all the negatives that would follow but had to do it because they could not fix it. Oh I bet they tried. The real problem? All the young pitchers are allowed to pitch illegal because of this or that or what ever reason. Coaches don't fix it because it is not needed (and a good portion probably don't know how). If you bring it up, everyone gets all defensive at the tournaments and the coach who points it out becomes the bad guy/gal.

My 50-foot long, retractable on demand cleat extensions will be available to the general base-stealing public very shortly as patent issues are nearly resolved. I can confidently predict that all existing NCAA stolen base records will be toast. And, yes, there will be a DFP discount.
