In HS or college, they have a well-defined purpose. In the off-season, the team cannot officially practice. However, the girls can get together and practice on their own. So, captains are often used to organize these "unofficial" team practices.
They can also oversee getting the bus loaded and unloaded, making sure the field work is complete after games and practices, making sure that the pregame activities are complete, etc. There are lots of things that the coaches should not be doing.
I have found that when the team knows what is expected of its captains, they take they role seriously. I may take nominations or even allow a poll of the team, but I have the final say.
If there are not clearly defined roles and expectations for the captains, then pick them yourself.
Or better yet, don't even have any.
Just my humble opinion.
