High school softball without playing for travel team??

^^^^ This is the first thing I thought when I read your comment about JO qualifying ^^^^

Softball teams always need speed. If she wants to make the HS team, work on bunting and slapping; and they will find a spot for her if she can put the ball in play and get on base. It sounds like track is her sport, so I wouldn't recommend missing meets to play softball.
You may be able to find a travel softball coach who will allow her to join as a "practice" player. Attend as many practices as possible and tourneys, knowing that she may see limited playing time. The growth will come from having regular practices for the most part anyway.

But come HS tryouts, bring that speed!!

she might also have opportunities to guest play if she regularly practices with a team (injuries, illness, vacation, etc.).

I like the idea of her being a practice/guest player-I will look into that option. I told her about the benefit of bunting/slapping and she understands that and is willing to continue training on that skill. I will also have her talk to her jv coach after the season is over to hopefully get some insight regarding the local softball teams. Thanks everyone for the comments and helpful advice:)

I have talked to a few teams that have a sort of league for the travel teams in the area and play games during the week to get some more work in. Not sure where you live, but you never know.

If she can slap and bunt then she can make a team with speed like that. Sounds like an ideal CF if she can catch and throw!
