Rear arm ER

Is the hands resisting trying to resist External Rotation of the upper rear arm vs what is normally done in throwing? It seems to me this is a critical portion of the swing. If you look at his top hand, it seems that the hands start raise due to ER but quickly stop as the slot of the elbow happens. Basically hands stay stationary if you use his ear as a reference. Until "Connection" happens. Curious of others thoughts on this.
