yes but only after you have acquired good technique and Basic Fitness. I would first do a technique program like wasserman's stuff as well as some Basic conditioning like bands. later if the Progress stalls you can use weighted balls. I think Kyle Boddy said he doesn't work with athletes before HS Age.

I definitely would not do weighted balls with a Player with bad/pushy throwing mechanics.

I like weighted balls. Not for strength building but for mechanics. The little extra weight gives enough resistance to help change a pushy arm throw to a pulling the ball throw. Long toss tends to change the throw into a nicer pull of the ball. Do some light resistance bands to feel the pull down of a good throw, do some easy distance with a weighted ball feeling a good throw, then switch to a regular ball and sometimes even a baseball following Jaegar's long toss program of working out to distance, then working back in keeping the same mechanics and stretch as the longest throws, just lowering trajectory.

I think the weighted balls can help with mechanics and pull you into more ER but only if you already have some technique. otherwise it could lead to a shot put technique were you short circuit the ER.
