Another illegal pitch question

Pitcher puts both feet on the rubber, touches hands together, then starts her delivery. As her (right) arm comes back before starting forward motion, her stride (left) foot steps back off the rubber.

I've seen this from pitchers at a number of games (middle school) this year but nothing is called. I thought this was illegal, but maybe only NSA?

It's not allowed in NSA or ASA, right?

The step back:

- Is permitted under NFHS/high school rules.

- Is not permitted in ASA (except for adult male divisions).

- Is not permitted in NSA (except for adult male divisions)

- Used to be allowed in USSSA until this year, when they changed their rule.

As soon as school ball is over there will be a rash of illegal pitch calls for pitchers stepping back. Happens every year.
