Consolidating the regions from 15 to 10 is pretty big. They don't show the final config (i.e. Article 202), however it's reflected in the number of berths (e.g. Article 316 H). The proposed config is in the agenda on page 2- http://downloads.asasoftball.com/about/pdf/2016__Agenda1112016.pdf.

They also greatly opened up JO pick-up player restrictions to include people registered just 7 days prior to Nats.

Article 303 A 02 - 2. Pick-up players must have played for an USA Softball registered team during the current
season.
EXCEPTION: Senior Slow Pitch and Junior Olympic Fast Pitch

New 03. (JO ONLY) Pick-up players must be registered during the current season. Players must be registered seven ( 7 ) days prior to the start of the National Championship Final.

Comments: Establishes requirements for Junior Olympic Players when becoming pick up players.

Arizona has joined California, Nevada, and Hawaii in the Pacific Coast Region. it is now (as of Jan 1) known as Region 10, formerly Region 14.
Did they modify the configuration shown in the agenda before they passed it?

Based on map in agenda:

- No more single-state regions. Ohio is now in Central Atlantic with WV, MD, DE, VI and NC. Texas is in Southwest with NM and OK.

- Southeast (AR, LA, MS, AL) looks weak compared to neighboring Southwest and South Atlantic (TN, GA, SC, FL).

The configuration that was in the agenda was approved and passed by the Board of Directors earlier in 2016. The Council was not required to vote on it.
I do not have any information as to the thought process in re-aligning the regions.
