Player gets in a rundown between 1b and 2b. As the runner is being pushed back toward 1b the fielder throws to the 1b and the ball is dropped. The runner then tries to turn to run toward second and as she does turns counter clockwise toward right field and stumbles a little bit and she goes out of the original basepath/baseline a few feet and bumps into the second baseman (not intentionally). I wanted obstruction called, the ump was having none of it stating that her base path had been established? So in a rundown when is the base path established. I thought it was only when a player was attempting to make a tag?

Runner sets their own basepath and in a rundown the basepath changes every time they reverse direction. And yes, the basepath only applies to when a fielder is actually attempting to make a tag. Now, if the umpire judges the runner intentionally took a path to collide with the fielder and draw an obstruction charge then he could choose to not call obstruction.
