I'm just sitting here thinking what this story is all about. Sounds interesting.

Each governing body has a "Code of Ethics" for officials.

There is even a section in most rule books that covers "Umpiring." I'm looking at the NFHS book right now and it covers about everything

Most Umpire Manuals also list a variety of items ranging from Code of Ethics; Prerequisites of Good Umpiring; Game Control; General duties; Helpful hints; Uniform and equipment.

But to lose, as you call it "certification" that is a local issue with the local umpire association or game assigner taking any action NOT to schedule this umpire.
