Batted ground ball hit to f3, after finally securing the batted ball she dives to first base and tags it with her left glove hand while the ball is in her right hand. Is the runner out?

Yes it is not a tag out where the runner must be touched with the ball, it is a force out tag of the base.

don't have the rule bok here but it states something like

When, on a force play, a fielder contacts the base while holding the ball

Here

"Once a defensive player has control of the ball in the hands or glove, the base may be touched with any part of the body to be alegal touch (eg the defensive player could touch the base with the foot, with the hand, sit on the base, etc)"

Just curious....why does nobody in the world question a fielder catching the ball and touching the base with her foot as an out, but questions whenever another part of the body is used to touch the base?

I'd say just because it's a little bit unusual and different than what they see 99 times out of 100 for routine tags of bases.

It's something different so it must have a different rule or else be illegal, right?

Because it is uncommon.
As an umpire I have to remind myself--when I see it--that it is still an out.
Of course in a non force situation--runner has ball in glove but makes the tag with the bare hand ( which is usually how it happens) then it is just play on.

There is no such thing as a force out at 1st base.

True enough.
Just because a runner does not have to be tagged--such as in an appeal-- does not always make it a force play.
A force applies to other runners who are forced to advance due to the batter becoming a runner
