I don't mean to be a nitpicker but I would call this more of an "OffSpeed". I think it's important to differentiate between the change-of-speed pitches where a batter has time to reload (or at least reactively foul it off : this is a "change-up" to me) versus a faster Offspeed pitch where by the time the batter recognizes it's just too late to do either.

Regardless I wish there were more showing of her top speed pitches to show the contrast.

I think you're picking the wrong nit here. Throwing a pitch at 80% of the fastball speed is exactly what I try to teach my pitchers for a change-up. I tell them I do not want a "hump" in the pitch. I want that ball coming out of her hand looking fastball all the way, till it doesn't anymore. If that makes sense to you. That is a change-up.

If a hitter has time to reset or recognize the pitch too soon it has been thrown too slow giving them time to adjust.

Off-speed is throwing a movement pitch 5-7% slower than normal trying to keep the hitter from making solid contact with the ball. When I'm working with my pitchers I use a number scale with being the highest. I will have throw their movement at their fastest and then tell them to throw it at an 8 so they change the timing and break of the pitch.
