No. Not even close to being an illegal pitch. The pitcher can do anything, as long as her hands do not separate.
She could do the macarena with her hands together as long as she's done and separates her hands to start the windup within the 10 seconds and starts her pitch. Unless, of course, she makes a travesty of the game.
