Call it what ever you want... doesn't really matter. All shes doing is eliminating all finger and wrist action on the release by getting her fingers outside the ball.
She does a phenomenal job of being really deceptive...

I see it a little differently.

Like slo-mo vids of Sarah Pauly,
this pitcher has movement of hand wrist into and during release.

In these cases, yes, the fingers are to the outside of the ball at release, but there is also a "turning action" of the hand/wrist position that immediately precedes release.

These pitchers aren't getting their fingers to the outside of the ball early, and simply "shoveing" the change up to the plate,
there is some spinning action imparted on the ball, without adding velocity.

I agree. It looks like IR with tight fingers and minimal whip.

After watching this gif a million times, it looks like she is getting on top of the ball early and pushing it down the circle until about 9:00 and then turning to load up the forearm late to throw it with normal i/r. It just seems hard to believe she is able to take that much velocity off this way and not sure I want to tell my dd to start pushing down the circle again after it took so long to break that habit.
