Speed of Change-Up?

So the conventional wisdom is that the change-up should be approx. 20-25% slower than the fastest pitch but as I watch more D1 games on TV with speed readings, you see many pitchers throwing 65-67mph and their change-ups are 40-45mph (or 30-40% slower) and they are effective with the slower pitch. Does the fact that some coaches tell players not to swing at change-ups unless you have 2 strikes on you, account for the effectiveness of slow change-ups?

I think so. When teams are finally given the go ahead to swing away at those pitches they get stroked. Then the cu is not seen near as much, at least that is what I have been seeing this year.
