Hypothetical way to make crow hop legal

I was watching the professional softball game last night on TV between the Dallas Charge and the Akron Racers. I saw the Dallas pitcher get called for an illegal pitch, and it wasnt clear but looked like she didn't drag her back pivot foot or "leaped". They showed a few close up of her shoes/feet on replay and she had a lot of tape hanging off of her shoe, and thus gave me this idea. What would happen if a pitcher had a piece of tape hanging from the end of toe box of her cleats . Say she pulled her pivot foot off the ground, but the tape attached to her shoe remained in contact with the ground. Would this still be considered an illegal pitch. Even if it wasn't, would this be enough to fool an umpire to give optical illusion that she was staying in contact with the ground.

All of the associations have said it is illegal. The foot must drag the ground, not some extension of the shoe.
