We are actually working on cutting down the backswing a bit to prevent cupping the ball at the top and getting the right knee rotated more like 45 degrees rather and perpendicular to the target at finish.

It's a fastball. We used to do the BHH finish across the body. New PC is a proponent of the palm down since its even longer and looser. I will say that release has increased velocity and spin relative to across the body.

Some good things here: nice long stride, smooth delivery, gets fully open and solid front side resistance.

Areas to work on:

I like the cue "slow to load than explode". Right now I don't see a lot loading of the body before push off. She is standing tall on the back swing and doesn't have optimum drive mechanics. She also is not pushing off from the rubber but from the mat in front of the rubber which saps power from the pivot foot.

Her arm circle appears to be semi locked throughout the windmill instead of more bent but hard to tell from this video?

When she plants after the stride, her foot is at a 90 degree angle. Most would suggest 45degree angle to home plate.

Palm down after release is fine but she seems to finish high with her shoulder at her cheek and arm well above her waist as if she is muscling the pitch with her right shoulder instead of just letting the arm whip do the work.

How's her accuracy and velocity?

I see some good things here. Overall not too bad
The glaring issue for me is the lack of drive mechanics. There's very little use of her lower half, starting with the forward lean and drive being more of a step and not enough of a drive outward. The lack of the back hip not rotating is robbing both consistency and speed. She does do a good job of strengthening up her front leg for resistance. The arm is too stiff and straight, just think of cooked or raw spaghetti... As far as the palm turning over after release, This is usually a byproduct of getting IR whip. However in this specific case it appeared to be a forced move and coached into her. You can tell by the body posture being so stiff with her ear at her shoulder. She's obviously muscling the pitch.
My basic recommendations for her is to....
1. Stay very loose and relaxed arms
2. Have both palms pointed upwards as the ball reaches 9:00
3. At 9:00 her right foot should be turning over with an emphasis on the shoe laces pointed down as her knees draw into each other.(this will start to engage the torque in her abdomen and will create more whip)
4. Lead with the elbow. Make certain that her elbow is tight to her body and gets to her ribs well ahead of her hand. Good luck, James

RT, these are actually two of the biggest things we're working on with her PC. That 90 degree angle is not letting her hips rotate more at the end, she's staying too open. For some reason she has taken to muscling that finish. We're trying to relax it. She's about 65 lbs and throws low to mid 40s with an 11" ball and walked 3 in 8 innings at her last tournament. Averaged about .5 walks/inning last season.

Axe, how often does she throw short distance into a wall or tarp?

This could really help her while she works on proper form. She throws good speed for 10u, so she is likely not going to want to sacrifice that at the 10u level where speed is where is all at. And throwing full distance increases that desire for wanting to just throw hard.
I've got a large group of 11yrs old learning right now that what I've been saying to them all last year is coming to light at 12u.

Dedicate some time isolating the mechanics she is working on.

We do this every practice. However, we just started seeing the new PC in July who introduced this. We have been trying to use that to focus on form and then throw full pitches at the end of practice to work on form.

Good reinforcement from the DFP community of what we are doing. Almost everything pointed out in the comments are things that our PC has diagnosed in our last couple lessons and we are working on.
