I like to see my kids throw hard--to a point, I have some just jump around all willy nilly with no regard to mechanics and then yes, I take those and calm them down a bit until they get a grasp of the mechanics.
When they are throwing hard with reasonably good mechanics I tell them "strikes will come".
As far as 10u games, slower pitchers throwing strikes will win games.
