Often, the issue is related to their mental approach to hitting. Coaches can exaggerate the problem with cues like "only swing at strikes". If the batter is waiting to judge the location before she starts her swing process, as the pitching gets faster, there just isn't enough time to decide if the pitch is good, and then swing the bat. The swing process is long. Being able to stop a the swing process before total commitment is quick. The correct approach is for the hitter to be expecting a pitch to hit on EVERY PITCH, and get the swing process started on EVERY PITCH. If the pitch is recognized as being out of the zone, only then do they stop the process.

With mine it was mostly psychological. Power hitter in 8U, stunk it up when we started 10U. Drove the coach crazy watching strikes go by, just seemed very nervous in the batter's box. My husband took her to the batting cage and rented the pitching machine. Started her out in the 40s, eventually had it up to 70mph. She was crushing it at 60/65 mph. We told her that was 10-15 mph faster than anything she'd see in 10U and she hit them really well, so obviously she can hit fast pitches. The next tournament, she batted 700 for the day (In 8U coach pitch she was never under about 750 and often batted 1000 but until that point in 10U she was lucky to break 300). We'll see if it holds once we start back up after a long break from live pitching but it really seemed to be almost 100% confidence with her, and just a little bit of timing thrown in for good measure.

She drops the hands and flattens the bat, swings level. She might have lifted her eyes off ball too...Video was not very clear for me.

When she was crushing 60-65mph, how far away was it?

It's a typical sized batting cage. She was at the front where the plate is, it was in the back of the cage. 35ish feet? Something like that.
