First off, I would make sure the info is correct on the new player not paying. You will not know for sure unless you ask. If that is the case and its not just weeks left in the fall, it's not right! We once played for an organization that had "scholarships" for players who could not afford dues...
I think at this age it is wrong to call for a "hit the batter". I also know that there are so many people saying a lot of things, that you are not sure how true, or what context it was said in. If I was the parent of the pitcher, I would be upset with the coach for having my DD hit someone...
If you are happy with the coaching and competition, I would stay with the 14U team. Obviously, monitor the maturity level. If she is emotionally able to handle her mistakes and you see the teammates are a good fit, and your DD is happy, stay on the team :)
