DD is in the early stages of recruiting. She is interested in some out of state schools. It seems the tuition for out of state is generally around 3x the in state tuition. If a school from out of state recruits a player, do they tend to account for the extra $$? Or is there another way that the extra tuition can be offset for out of state recruits?

If the out-of-state waiver doesn't athletic ability as a factor, it doesn't count as athletically-related aid and they would calculate the scholarship percentage based on in-state tuition. There are several regional reciprocal agreements around the country. Some are statewide and some only for bordering areas, so do some research.

Coaches often have to give a larger percentage to an out-of-state player they really want to get the remaining amount affordable/attractive. Some people are too fixated on the percentage and lose sight of the remaining amount, which should be their primary concern. Seems like some let pride interfere and take a higher percentage from an out-of-state school that will cost them more than a smaller percentage from an in-state school. smh

great point about the percentage vs out of pocket cost. Same thing with private colleges. I've seen people accept academic schollys that pay half from subpar private schools. Meanwhile the state college with a great reputation costs less then what they wind up paying. I dont understand people sometimes.
