Exception to evry rule?

I assume everyone else is like us where we have a rules committee that looks at modifying or adding new local rules before/ after every year. Ump has nothing to do with it and should not be involved. Unless you do not have a local rule but then again the rule is clear.

Our local rule is no free out for the missing 9th player but it is our decision.

Our local rule is that the 9th spot is an out, but again, some umps don't enforce it if the opposing coach doesn't want the out.

Yes, I agree its not the umpires decision to change rules on the fly but IMO it is a different situation when both coaches agree in a less conpetitive situation (not sure in this case but I generally assume league is). However, as a coach I believe you are well within your rights NOT to grant an exception and in the case of the coaches disagreeing the umpire should follow the rules.

How would the umpire not be involved? He/she has to call the out when the 9th spot comes up (or not call the out).

I'm guessing that instead of a coin flip to determine home/away, each team rolls a ball to see who can get closest to something, maybe the pitcher's plate? If so, I think that would be far more interesting than a coin flip.

Never saw that, too bad because my dd is half Italian and grew up playing bocci at every family picnic. She would have dominated.
